Note this rule. "so as" together is almost always never correct. "so" + adjective + "as {to}" + verb - is the correct form.
In the given question, evidently, B and C are the only two remaining options, and all others can be eliminated for inconsistency. For thirty years, the scientist has conducted studies and shared her findings....sounds simple, concise, easy on the ears. Maintains a Present Perfect tense structure. I'll go with OA only.

I figured C because of the concision. What would happen of the option b also has "in an effort?"

The second has isn't necessary because it is implied. Parallel structures function very similarly to the distributive property in mathematics; "She has (A'd and B'd)" is the same meaning as "(She has A'd) and (has B'd)" because the 'has' distributes across the 'and'. This omission of certain implied words is known as 'Elipsis', and is a tricky but necessary part of GMAT sentence correction.
