This question is stupid.
This question is official, and totally a good and valid question. The right answer is airtight, and every wrong answer has multiple legitimate issues. I think it is not the best test-prep strategy to write it off as "stupid."

I would suggest reading the many comments above that make efforts to explain why those countries cannot have the same economy (a large, complex system of businesses, consumers, and transactions) but can have the same unemployment rate (simply a number).
