This is a very straight forward prompt. The hole in the argument is huge.
Assumption: Crestwood or lynnbrook have very few students of their own.
Only choice A makes sense. All other choices are irrelevant.

During construction, Middletown students were sent to Crestwood and Lynbrook schools.
Therefore, when Middletown's new elementary school is completed next year, either Crestwood or Lynbrook will have to be closed and their student populations consolidated.
If either Lynbrook or crestwood would have to be closed (after the middletown students return to middletown), then it means that middletown students represented the majority of the student population at Lynbrook or Crestwood (whichever school may close down).
The argument above presupposes that
