Do not like this question very much. It is the case when you have to choose the best from all bad options.
A. We do not know it. And actually, considering this question, that is even wrong. Out.
B. Seems to be true in general. But nothing of this kins is mentioned in the passage. So out.
C. Totally out of scope. Out.
E. We do not know it. Overthinking. Out.
D. We choose this option.
Why do not I like it?
Because maybe it was just luck. These engineers made precise forecasts about one thing and too optimistic forecasts about another.
But market is unpredictable sometimes. It does not mean that they are good at technology thing and not that good about another thing.

DharLog you are correct - however, note that the question asks "which is most strongly supported" and not, say, "which is proven" or "which is definitely true". Thus, the mere fact that the information suggests that (D) could be true is enough for it be the answer.
