Forgetting to give Dad a present on his birthday and again on his anniversary were the worst things that I have ever done.Is the sentence above correct?
Can I use THAT since worst things are plural? What is the exact rule for using THAT?

In this sentence, THAT is used in restrictive sense. When you use THAT is restrictive sense, you are simply providing further details to the noun it modifies. Take a look at this sentence:
The House is mine.
Here in this sentence, as it stands, no one can be certain about which house are you really talking about. But if you modify this sentence to:
The house that is on the corner is mine.
In this it's clearly mentioned that out of all houses on the street, sentence is talking about THE CORNER ONE.
If THAT is used as pronoun, it can only be used for singular nouns. E.g.
My wallet has space as much as that of Daagh.
My room is bigger than that of my sister.
In plural:
Airtel's service representatives are as responsive as those of Vodaphone's.
Finally,
This shop's fruits are as fresh as THOSE of the other shop THAT is on the other side of the road, but this shop's banner is not as flashy as THAT of the other shop.
