B is the answer ..
It's a Kaplan q :)

Hmmm...?
Is it? :(

B sounded as if it needed "that" somewhere...

plus, separation by commas created a fragment/run-on sentence?

Agreed. kumarajeet06, did you miss "that" in the answer choice B?

Fossils found recently in Pakistan provide evidence supporting the theory of land mammals returning to the water that later evolved into modern whales

a. supporting the theory of land mammals returning to the water that later --IMO, this "that" refers to "theory" more than "mammals".
b. supporting the theory of land mammals, after returning to the water,--if delete the red part, the sentence obeviouly wrong.
c. that supports the theory of land mammals that returned to the water and that later--Correct.
d. in support of the theory that land mammals that returned to the water and that they later--redundancy and ambiguousness. Does "they" refer to "fossils"?
e.of support for the theory of land mammals that returned to the water and after--modifier problem. Sounds like that "after evolving, mammals finally returned to the water", however, reverses the original meaning..
