First time publishing an answer on gmatclub. I'm not sure if this is the correct way but here's how I did it:
Let's say you have 100 people in the city
85% bought paper A: 85 people bought, 15 people didn't
75% bought paper B: 75 people bought, 25 people didn't
80% bought paper C: 80 people bought, 20 people didn't
90% bought paper D: 90 people bought, 10 people didn't
15+25+20+10=70. This means that out of the 100 people who live in the city, there can be 70 people at most who didn't buy one of each of the newspapers. This means that at minimum there can be 30 people who did buy all four newspapers.
Answer = 30.
BFor example: if 15 people didn't buy paper A and 25 people didn't buy paper B, the maximum amount of people who only bought one of them is 40 (85 bought A, 75 bought B, this means that at most 15 people who didn't buy A bought B, and at most 25 who didn't buy B bought A).
