I have a few questions about how you took these CATs:
1) Did you take the ENTIRE CAT each time (including the Essay and IR sections)?
2) Did you take them at home?
3) Did you take them at the same time of day as your Official GMAT?
4) Did you do ANYTHING during these CAT that you couldn't do on Test Day (pause the CAT, listen to music, etc.)?
Have you had a chance to review this latest CAT? How many of the questions did you get wrong because of a silly/little mistake? As you score at higher and higher levels on the GMAT, the Test becomes far more 'sensitive' to little mistakes, so if you make too many of them, then a 700+ score is not possible.
All things being equal, this was probably just a 'bad day', so I wouldn't worry too much about it. Use it as a warning though - don't get complacent in these last couple of weeks.
