I am starting to study for the GMAT exam. As I am not aiming for a 700+ but rather a 680 I do not want to lose time with learning some concepts that will not appear frequently considering my objective. So I would like to know what kind of questions are the more scarce for the Quand and the Verbal section

680 is a score almost as good a s 700; securing this score will also require you to thoroughly study almost all the required concepts. However, if you want to leave a few topics you may leave some of them is quant and a few scarce question types in Verbal.
Scarce topics in quant: Permutation and combinations, advanced geometry/ mensuration
Scarce topics in verbal: CR flaw questions, CR logical parallelism questions, RC tone questions. Apart from these its really hard to say which question types are scarce. Almost everything in Verbal is interrelated.
To sum up though the above topics are a little scarce, but they could show up in your test at crucial points. In fact the questions from the less frequently tested topics could be really easy. I suggest that you go through all the concepts tested on GMAT, but do a good deal of practice on the frequently asked question types such as weaken/ strengthen in CR, arithmetic/ number properties in Quant, etc..
