IMHO, parallelism is tested here.
....standards of living HAS SOARED, but so HAVE [SOARED] unemployment and prices.

Regarding, BUT SO it is assumed that regardless soared standards of leaving <THIS IS GOOD>, unemployment and prices have also increased <THIS IS BAD>.

We need to show contrast because if something +ive happened, some negative has also happened. So to put these two points of information forward, we need "but".
Only A, C and E remain.
Only C is the choice that has "have" that is parallel to "has" present in the non-underlined part of the sentence. Hence correct.

Don't know why you have marked D as the answer as it is ridiculous.

okay.
What about these ones?
1) has and did are not parallel
2) did implies an action that held in past whereas "have" implies an action that is still going on.
Follow the sequence, if we are talking about "standard of living" that has been soaring since 1965, evident by the usage of "has", then the side-effects must also follow the same trend, must soar since 1965. If this is not the case then we can't put a relation between effect and side-effect.

Hope that has helped.
Do let me know if more clarification is needed.

Just a clarification
1. in the below link the second part of the comparison talks abt past event and hence the use of did is appropriate?AM i correct here
since-1990-the-global-economy-has-grown-more-than-it-did-63955.html#p1247666

2. i have read somewhere that to use ellipsis the subject and verb of the sentence should be of same form(same subject and verb). Is that so? If yes,Can you please enlighten me?

1) IMSO, yes. Since the past even occured from the time of Neanderthals to 1950s, we need to use "did".
2) Can you be more specific about this one. What is ellipsis btw :P

In the link provided, did comes in place of grew . To replace grew with did ,do we need to have the same subject ? Is there any such rule?

See,
Since this is English that we are talking about, I can't speculate about any such rule. But if you ask me, then yes. For the continuation of what subject did, we need not use the same verb again. The past event can be managed just by "did".

(A) but unemployment and prices too Missing verb
(B) and also unemployment and prices "and also" is redundant
(C) but so have unemployment and prices OK - verbs are consistent and conjunction is logical. The trap is that perhaps "have" alone is insufficient.
(D) and so also unemployment and prices "and so also" is redundant.
(E) but so did unemployment and prices "did" is past tense but verb tense is not consistent because "did" does not convey how unemployment and prices continues upto today.

could anyone tell what is "but so " ??? so is refer to "verb" or what is refer to ?!? if refer to " has" why we need "have" ?

09173140521 "So have X" is an idiom meaning "X have done this, also." Yugoslavia’s standard of living has soared, but unemployment and prices have soared, too.

Note that we switch from the singular "has" to the plural "have," because we have a singular subject in the first clause and a plural subject in the second.
