I'll take A for this one

a) .........

b) 25 to 30 % is the annual increase in the processing capacity of personal computer in the years 1990 to 1996.
==> Sounds passive

c) The processing capacity of persoanll computer has increased annually 25 and 30% in the year 1982 to 1987
==> Changes meaning. Implies that the change stopped?

d) Annually an increase from 25 to 30 % had occured between 1980 and 1996 in the processing capacity of personal computer
==> Same as C

e) Occurring from 1990 to 1996 was an annual increase of 25 to 30 % in the processing capacity of personal computers
==> Sounds awkward, passive

There is nothing wrong with A.

B, C and E incorrectly use the idioms - From X to Y... and between X and Y.

D is wrong, because it unneccessarily changes the tense from present to past, besides D is very awkwardly worded.
