Restating Q we get - is the distance bwin centers (D,F) less than sum of their radiuses (2,R), OR is DF<2+R?
St 1 tells that distance DF = 1+R and so <2+R, and so sufficient
St 1 tells that distance DF = 1+R and so <2+R, and so sufficient

I agree with official answer. Even though I originally guessed A, I can now see my mistake. If you draw out the explanation, you'll see that if R is less than .5 (pick .25), circle E is completely inside circle C.
