awful.. shouldn't "lead" be "led"
British "one"?

B. reads: Rising costs of
C. reads: The rising costs of

OA is C. but i just want to know the diffeence between B and C, the use of THE

How can this be B or C?
Isn't "the rising costs" plural and therefore, must use "have" instead of "has"?
