IMO A.

I came down to A and D.

A - looks ok
C- telescope is used in modifier so if I remove it that I will not find reference for such an optical instrument
D- need a subject before quickly built
E- use of being

This reasoning could be wrong.

Why 'did not' is preferred instead of 'had not' in this sentence??

I don't understand why it couldn't be in past perfect.

A - This is correct, after POE
C - doesn't sound right
D - "he" needs to be there before "quickly built"
E - "Even though... but" don't go together, use of being

Going against the grain here and choosing D.

By adding Even though at the start of the sentence, "he" is not necessary.
