I believe null set is also a subset. If we include that it should be 16.

PS: I need to verify it though.

Right. Empty set is subset for all sets. Wonder though if GMAT will expect us to know this. Is this real GMAT quesion?

You would probably have to rewrite the solution then as:

4C0+4C1+4C2+4C3+4C4=16
