I feel Option E is the best choice because the two parts of sentences before and after AND should be parallel.
the use of WHETHER in the first part and WHAT in the second part makes the structure of the sent more parallel.

And yes Divided on is also correct usage.

IMO E
1. divided over looks better that divided on
2. use of "would" is correct as we are not definite about the impact. would is generally used as a less definite form of will.

Could anybody explain why in E do we use both will and would in the same sentence?
