If the Exam that was cancelled was inadvertently being 'counted' against your timeline (and lifetime total attempts), then you would not have been able to schedule your most recent GMAT - so that is not explicitly the issue. The two 'systems' (for the Test Center GMAT and At-home GMAT) were recently combined (back in October), so there might be some bug in the way the two programs have merged their data. The 12-month 'window' is assessed down to the exact date - for example, if you take your first GMAT on December 12th, 2020 and take the GMAT 4 additional times in the course of the next 365 days, then your 6th attempt could not take place until 1 year from that initial date has passed (which, with some buffer, we'll call December 13th 2021).

It's also possible that IF there were any technical issues during the administration of your 1st attempt (for example, the Test 'crashed' while you were taking it and an investigation/review occurred afterwards) - meaning that the results were not actually verified until far later on - then it's possible that that later verification date is the one that's being used as the 1st date (and you would have to wait for 1 year after THAT date before scheduling your next attempt).

All things considered, this is clearly an issue that's going to need to be solved by GMACs Customer Service Department, so you'll have to continue to have to ask for that Department's assistance.
