I got a 640 the first time, and a 690 the second. It was well worth taking it twice.
But if you insist....
Thing is, if you look at schools where 650 is around the median, a lot of your school choices will have mainly regional or niche strengths. Not knowing your background though, you could/should target schools with a high 600s average, but maybe 700+ is out of reach. Rather than asking, about just any schools that would be an option,I'd suggest:
- pick a target geographic region
- consider your professional goals and look for schools with strengths in that field
- visit/compare schools how you like that and talk to alums about reputation/ect
Additionally, the overall strength of your application matters the most: gmat/gpa, major, work experience, diversity, blah blah blah... But recognize that if you're below the mean, schools are taking a hit with their metrics to accept you so you'd better be awesome.

College- delhi college of engineering (delhi university)
Aggregare-70.06%...wen converted to gpa--3.5
Work ex-19 months
Position- project engineer( project management and business development) oil&gas
Wanna pursue MBA in finance..portfolio management/investment banking..
Event head at college tech fest...organised a conference, in which dignatories from various prestige colleges participated, held at our college...was in corpo team of tech fest
partcipated in conference"climate change and mitigation" at bangalore....
Scholar at school
topper in chemisty at school in senior secondary
Participated in various maths& science quiz.....Scholarship of Rs 20,000 in tenth grade for scoring more than 95% in Physics, chemistry and maths combined.
qualified for second level of national science olympiad ..that is held in india at school level.
Won first prize many times for summer project in school.
