Is it true that part-time programs are relatively easier to get into than full-time programs? Because from the posts I read here, I concluded that getting into a full-time program at Berkeley would be difficult with my GMAT score/ background.

Yes, it is easy to get into a part time program compared to full time.

If you want to apply to full time programs of the mentioned school, i would suggest you to retake test, but at the same time I disagree that you do not stand any chance at full time programs with 700 for the mentioned schools, it will be a challenge.
