Yes, you stand a chance but you have also provided very limited information for us to evaluate.

Still, we can tell you that a 700 for an Indian male does limit your options within the T25. The T10 are going to be hard to gain admission, forget getting a scholarship. Those schools unfortunately expect candidates from competitive cohorts (Indian/male/engineer/finance/etc.) to come in or above their median/mean for the GMAT. Since you're not applying until R1 2022 you should consider retaking the exam and focusing on your Verbal score which is where you have ample room for improvement. While you're at it, you should also improve your IR score if possible.

I agree with the previous post. Unfortunately, you did not provide enough information to assess your profile. However, 700 does not rule you out. As you have time, attempt to improve your score; it will increase your chances of admission to T10 schools and help you earn a scholarship.
