As the title suggests, I got a 730 on my GMAT but a 3 on my IR, thus I was wondering whether I should:
(1) Retake it;
(2) Reinstate my GMAT from 2months ago: 650, IR 6 (I am worried it will reflect poorly on me)
(3) Just ignore and apply with this score (bearing in mind that I am applying for Oxford MFE & INSEAD MiM)

Since you do not come from an overly represented demography (saw Portugal in your bio), you have nothing to worry about, at least you can be assured that your impressive 730 with the IR 3 anomaly will not be the reason for your rejection. Go ahead and do a great job on both applications.
A note for those interested in INSEAD- The INSEAD admissions process is very well vetted and takes your background and demographic into consideration. INSEAD looks at Q & V scores individually and compares your performance with your demographic group. Admissions committees evaluate your results against your peers from the same demographic group (a sort of bell curve). For example, a Q49+ score (around the 75th percentile) may be considered borderline for overrepresented populations such as Indians or South Asians at top business schools. If your quantitative score meets or exceeds this threshold, the admissions committee is confident in your ability to handle the academically challenging curriculum.
For native English speakers, on the other hand, a high verbal score is viewed positively by admissions committees because it demonstrates a strong command of the language, which is consistent with the expectations of this population.
For non-native speakers- Your verbal score is more likely to reflect your ability to participate in discussions in a truly global and diverse group at schools that place a high value on discussion-based pedagogy. But a less-than-average GMAT verbal score for your demographic should be balanced by a high Quant score.
IR scores are looked at as a means to validate the sectional scores on the GMAT. Even if you haven't done so well, but your sectional scores are balanced, you should not worry.
