All these programs look at things holistically. Do you have a good verbal score? If so I wouldn't be too worried about it. it's not so much the score but what it indicates, and if you can find other ways to show that you are able to communicate verbally and in writing, it's not a deal-breaker. On the other hand if your verbal score is poor, and your application materials arent well written, could be the nail in the coffin. Hope this helps!

How would a high 98% percentile on verbal GMAT and a relatively low TOEFL affect chances?

As long as your TOEFL is above the minimum score required, that's OK.

720 is definitely acceptable score for MSx, and IR score of 4.5 or above is safe.

What score did you get for IR?
