I recently took the gmat fe and got a 685. I want to target LBS, LSE and Oxford. Time and money do not play a role right now. Should I retake? I could do better in quant and verbal, maybe push to 705. Beyond that would be pure luck tbh. What is your opinion?
My toefl ibt is 111.

If you are asking whether it is competitive, it is. Rest depends on your ambition. If you feel you can push it further, there is no harm in trying again since you have the time and money for it. As a backup, you have a great score and when GMAT is taken without anxiety, one tends to perform much better. So there is a good chance that you will get 705+
But before you take it again, take concrete steps to improve your chances of a higher score. Don't just roll the die again. Though errors will be few with this score, but work on those topics. Work on your reasoning skills, on your time management, on identifying traps, on better evaluation of question stems. Grow in the process. Then it is worthwhile.
Else you might want to invest this time and money in improving your overall profile.
