The question is asking whether or not z is the middle number. Either:
x<z<y or
y<z<y
1) x<y+z is insufficient because it doesn't tell us what z is in relation to the other variables.
x=3, y=6, z = 4 Yes, Z is the median
x=3, y=6, z = 1 No, Z is not the median
2) if y=z, then z will always be the median regardless of x. THe order will either be (in increasing order):
y, z, x OR x, z, y
2, 2, 3 OR 1, 2, 2

St. 1) Insufficient, doesn't tell us anything about 1980 or 1990
St. 2) Sufficient
Pop in 1970 - a
Pop in 1980 - 1.2a
Pop in 1990 - 1.3a
% increase from 1980 - 1990 is: (1.3a - 1.2a)/1.2a
The a's cancel out and you are left with ~8%. Sufficient

ok this might sound silly but what if you interchange the positions of z and y and write
z,y,x OR x,y,z
2,2,3 1,2,2, shouldnt the median then be Y, am I missing something ?
