I will try to explain:

The prize WAS awarded i.e in the past. So improvements due to discovery started in the past and are still continuing. Hence we have to use present perfect.

Is "plastic can be made electrically conductive" correct ?
Isn't made to be in (C) more appropriate ?

Usage of dashes
Dashes are emphatic. They set off a clause or phrase for emphasis or dramatic effect.

made to be is not required here as it is about plastics of a different kind. A different family by itself. Not all plastics are electrically conductive.
