I feel led to passage is better constructed.

In A and before allowing would have made it better.

I think A is also wrong for another reason.

A says "The proliferation ......led to passing....the ACT". I think "of" is required here which is used in C but not A e.g "The proliferation led to passing of the ACT" sounds better than "The proliferation led to passing the ACT".
