hi
can somebody suggest to me what I should do in order to improve my ability for hard level questions I'm able to do easy and medium level but as soon as I start getting hard questions? I get stuck so anyone can suggest me how can I improve

Consider working with a study buddy. In addition, for Quant, see whether you can leverage the answer choices to reverse solve a question. On Verbal, perhaps learning something like the Negation technique can be helpful for assumption questions.

struggle with the application of concepts. I fail to apply the learned concept and am also sometimes not able to translate the questions. what question is saying?
OK, so one move you can make is simply to spend more time on each question. It takes time to develop the strong skills you need for answering hard questions, and people's skills don't develop when they push themselves to answer questions quickly when they're not ready to do so.

Also, the ideas in this post on how to practice for GMAT verbal could help you to get hard verbal questions correct, and to a degree they apply to getting quant questions, especially DS questions, correct as well.
