is there any set number of questions that we need to attempt correctly in each quarter to achieve a 42+ score in verbal sections?

There isn't a set number of questions you need to get correct in each quarter, but the following may help you to better understand the type of performance you need.
To score V42, you need to get at least around 25 of the 30 counted Verbal questions correct.
Also, you have to get basically all the medium questions correct. Accordingly, you kind of have to get all the questions in the first quarter correct because the first quarter tends to contain medium questions, though I guess you could miss one harder question in the first quarter and score V42 depending on your performance on the rest of the section.
Then, as you go through the remaining three quarters, you need to miss only the hardest 5 or so questions that you see. What quarter they are in doesn't matter as much as the difficulty level.
