I hate to think this is as simple as it looks, but the highest range amongst the three test takers was 35, therefore it is the also the minimum possible range of scores.

If we have to find the minimum range, then we have to keep in mind the most favorable outcome. Let's assume that the first test-taker scored in the range between 0 and 17, the second one in the range between 0 and 28 and the third one between 0 and 35. Now it's clear that the minimum possible range of the scores of all three test-takers is 35.
