I agree with C.. But isn't "it" refer to dollar bill ?? Somehow this threw me off the track .. :)

Good analysis U2lover..I could narrow donw to B and C and chose B because of "more..than". But after seeing the OA, it kind of makes sense because "substitute...for" in C idiomatic which is missing in B.
