The cycle is:
evade -> raised tax rate -> more income tax -> evade
C is correct.
If lawmakers raised tax enough to cover the cost of evasion, then even if people evade more, there is no need to raised more tax. Therefore, the cycle would stop at raising tax.
I missed it when taking the test. Which of the following were true? Are we looking to strengthen the concl.

I am ok at CR. Given the time, I believe I can get a lot of problems. However, it is totally different animal when you solve the problem under pressure. I still have problem of not finishing the test.
My best advice in CR is don't get into the details. Every argument has a point, but try to confuse you with little details. Get the general point of the argument. This way, you know right away which answer choices are irrelevant. Eliminate those. A lot of times, you also end up with 2 answer choices. If this is the case, then look into the stem a little more and see which is the best choice to pick. Try to eliminate the extreme choices.
Also, try to answer the question ON YOUR OWN first, then look for something similar. You will usually be able to find something very close.
