The plan is to scrap older cars and let the people to go for the new ones.
So E seems to be the best option.

Between D and E E is better..because it much closer to the context of the argument than D

The question asks, which of the following if true will undermine both the cited aims? The cited aims are to: 1) improve economy and 2) reduce pollution


How does E undermine the aim to improve the economy?

I agree D does not address that either and is a bit weak in that as far as the economy aspect, but pollution is not going to be significantly reduced.

However, with E, the explicit reference to manufacture of the cars indicates that the economy will be bettered rather than worsened.
Or am I reading too much into the mention of the word manufacture?

Anyone?

The question asks for both objectives.
D does tell us that pollution may decrease by large amount but it also does not undermine the possible decrease and also does not address the economic aspect.
E on the other indicates that economic aspect will be achieved but at expense of increase in pollution thereby gives clear picture of both objectives so I feel E is better.

ok, thanks, I think I see your point. The question asks what will undermine both cited aims as opposed to one of them. And E does mention both, while showing that one will be undermined.

That's the point why I posted it.
I don't know either how the question is to be understood:
- both of the goals cannot be achieved -> E wrong
- either eco or environment goal can be achieved ->E right.

But I understand it as : neither eco nor environment can be solved.
Anyway I choose E because it adresses both topics.

The question asks because of which reasons both the objectives cannot be achieved.

In D, it says thermal power plants are the biggest source of pollution. say 50% of all the pollution is created by them. Now say 45% is done by the cars. If the new cars can reduce it to 10% even then the env. is lot more cleaner as well as economy does get benefitted.

But in E it says both manufacturing and scrapping does contribute a lot to pollution. So the objective of attaining both fails in this account.
