I'm terrible at boldfaced questions. Here's my take:
"In this case IT is clearly not justified" . Here IT refers to mismanagement.
"In Burton's case IT indicates no such thing" Here IT refers to finished products.
So Mismanagement is clearly not justified, because the alleged cause for mismanagement - increase in the finished product inventory does not indicate mismanagement.
So first is the conclusion and the second bold face indicates some sort of evidence in support of that conclusion.
Choose B.
