Yup B is sufficient here...
If the number of students studying Japanese are 100... Then both Japanese + French are 10 and hence no. of French studying students can be found to be greater...
Similarly, If the number of students studying Japanese are 200... Then both Japanese + French are 20 and hence no. of French studying students can be found to be greater...
Under all conditions.... B will be true....But A can be false bcos of the atleast factor...
