E it is
(1)alone : tell us nothing
(2) alone : only give us that x<0
But to dicide whether sqrt((x-3)^2)=3-x or not, we must know whether x<3 or x>3
So E it is.

Yep, RHS can't be negative in statement 1. Try plugging in 2 and 4 and the answer is different.

(B)

Edited because statement 2 says that x must be negative.

(1) Tells us nothing
(2) Gives us that x<0


Remember sqrt((x-3)^2) = |x-3|

Therfore we get |x - 3| = x - 3 , solving this equation we get x < 0 or x = 3

Since (2) tells us x is negative the the stem is true. Hence (B)
