Just look at the stem for a second.
$$sqrt((X-5)^2) = |X-5|$$
So, |X-5|=5-X when X < 5 or X = 5.
|X-5|!=5-X when X > 5

Now look at the choices:
a) -X|X|>0
Since |X| has to be positive, X has to be negative for -X to be greater than 0
A negative number is less than 5, so A is suff.

b)5-X>0
so, 5>X, good enough for the two side of the stem to be equal.
B also suff.

lets simplify the question stem

Is $$sqrt((x-5)^2) = 5-x$$
Is x-5 = 5-x
Is 2x = 10
Is x = 5 ?

its a YES or NO question

statement 1 : -x * |x| > 0
multiplication of two number is positive and one of them |x| is positive so -x has to Positive --> x is negative
answer to our question -- NO

statement 2 : 5-x > 0
x < 5 ... if x is less than 5 then it cant be equal to 5
answer to our question --- NO
