Sometimes, the simplest solution is the best.
Answer choices (B) and (C) provided and additional "and" within the list. Answer choice (D) makes the illogical statement "more than at least." In answer choice (E), what was intended as a modifier instead becomes an independent clause with nothing to properly connect it to the rest of the sentence, creating a comma splice.
