I have a question on converting my GPA for my application. The US university I attended uses a 4.33 GPA scale. For an A, you receive a 4.00 whereas for an A+ you receive a 4.33. The application asks for GPA based on a 4.00 scale. All of my grades on my transcript are either an A or A+. I did not receive any letter grades below an A. How would you recommend I report my GPA? The GPA on my transcript is 4.23. If I convert to a 4.00 scale, that would be 3.91. I guess my concern is that for a normal university using a 4.00 GPA scale, if a student received all A and A+ grades, they would report a 4.00 GPA. Should I report my GPA as 4.00 or 3.91?

You need to pay attention to the instrcutions on the application - many schools ask you not to convert, but report your GPA in the original scale given by your university.
So, if they ask you not to convert, don't convert. If they ask you to convert, do it to the best of your understanding, and consider explaining the grading system shown in your transcript somewhere in the application, like in the optional essay.
