Such a document that compiles all the questions is clearly against the GMAC's terms of use for GMATPrep.
I asked the GMAC people at the GMAT Test Prep summit about posting questions online for the purpose of discussion. The people at the summit did not have a clear cut answer for "discussing" questions online. The R&D group has people that browse around and make sure people/sites are not clearly breaking other rules (sending cease and desist letters), but do not *yet* have a clear cut policy for the discussion of questions on a one by one basis.
Regarding the distributions of compilations of questions (i.e. 1000 SC, what you're asking for, etc.), this is clearly forbidden and GMATClub will not host such a file. Any file identified as such will be removed.
