Based on what I understood, it seems the practice of applying in another country is discouraged. I would say strongly discouraged….
Have a “valid” reason for applying in the country where the consulate is located; you are likely to be denied if your only reason for applying in that country is to avoid your home country consulate. Examples of “valid” reasons include: to attend a conference, to visit family or friends, etc.
My guess is they’re trying to avoid people mixing and matching and also trying to skip lines in local embassies. My guess is there’s a much shorter lines in some countries. My guess is also the verification and interview process is strained if you are from one country while playing in another country and the case officer will not be well-versed in your background.
