Can you go to canada to file for F1 visa stamp or do you have to return to home country only?

Have a “valid” reason for applying in the country where the consulate is located; you are likely to be denied if your only reason for applying in that country is to avoid your home country consulate. Examples of “valid” reasons include: to attend a conference, to visit family or friends, etc.My guess is they’re trying to avoid people mixing and matching and also trying to skip lines in local embassies. My guess is there’s a much shorter lines in some countries. My guess is also the verification and interview process is strained if you are from one country while playing in another country and the case officer will not be well-versed in your background.
