Is half of the family, an emphasis on group?
Similarily 10 percent of the population is still an emphasis on group or on its individual members?

Please provide explanation too

Ten percent of 20 million US population are bilingual.

Both are groups and hence singular. Population and family both are singular.

My family is coming to town.
The population of the country is 5 M.
