A, B and C have modifier issue.
E has incorrect use of "took up".

The modifier is definitely not modifying "the Blitz" so A, C are out.
B -- awkward construction.
D and E have correct modifier and structure but in E, took up is wrong.

IMO D.

This is impossible, no answer choices construct the appropriate grammatical structure for the whole sentence. Another problem is meaning:

1. the Blizt and the refusal can't be bombed
2. London's blizt and the refusal can't be bombed
3. same error of A
4. 2 interpretation:- London 's  refusal (possessive relationship): mentioned error
 - London  is  refusal to surrender ...: awkward meaning
5. same as 4

This is really an awkward question. I chose A as i did't know the meaning of Blitz and there should be no possessive in such sentences.
Unfortunately it was wrong.
