This is a Modifier SC question (and not a Verb Tense problem). Generally Sentences which start with a modifier phrase are good candidates to check for modifier errors before anything else.


The sentence starts with a modifier (Having ..... , ), so we need a noun after comma - Eliminate A, B and E.

C is awkward. D is the correct choice.

(E) the Board’s failing to understand his proposal frustrated the CEO








OA takes the answer in the past tense. Please clarify.

Modifier problem, "Having spent a lot of time....." must go with "the CEO", not the Board or the CEO's frustration.
Down to C, D.
Correct idiom is "frustrated at/with"

D is the best

The CEO spent a lot of time. As the CEO has to be modified, only answer choice C and D stands.
"a result of Board not understanding" is awkward. Hence, D wins
