viola1313 yes of course 3.9 would work. It would be a dark day that 3.9 is not considered good enough esp from a tough school. I mean come on, are you serious? Is this on a 4.0 scale?
If anything, would bump up your GMAT 10 points if you have the time and ability because that is where you might face some stiff competition if overreprepresented; are you Chinese?
The stats are a piece of the picture but do your best to articulate a compelling leadership narrative for the main essay. This is where they become attached to you, or you remain a statistic to them.

Is a 3.9 okay, especially if you went abroad to China at a school known for grade deflation? (All A's at my home university aside from B's at the abroad school- chose to travel instead of study tbh, and took difficult Cantonese Language courses)
