The first thing to notice is that "resume" and "again", in this context at least, are redundant. When we say "resume", the "again" is implied. This eliminates all of the options except (C). Hence (C) is our correct answer.
Second, the "with" in (A) and (B) is incorrect. Along with this, in (E), we need a bonafide verb - "been", at least - for "he has not", so that "able to resume.." is a common word/phrase to the verbs ("has not been" and "will never be") in both arms of the parallelism.
