I don't understand why option B is a strengthener. Could you please explain the reasoning behind it?

This would mean that the new residents won't need to commute as much as normal, which would decrease the need to increase freeway capacity. So, this statement supports the officials' prediction.
4. Since Buryville has limited public transportation outside of the city center, workers who drive from outlying neighborhoods to the city center have no practical alternative to driving available. This would mean that the need for driving to and back from the city center increases, which means the need for a higher-capacity freeway increases. So, this statement weakens the officials' prediction.
