Heavy traffic on Buryville’s freeways often results in much longer than expected commute times between outlying neighborhoods and the city center. Home construction in outlying neighborhoods is expected to continue to increase steadily and the total population of Buryville is projected to increase by 25% over the next 15 years. 2. Authority officials are also planning a 5% increase in capacity for streets in the city center. We're interested in the connection between the outlying neighborhoods and city center, not just the city center. So, this statement does neither.
3. Most of the new residents will both live and work in an outlying neighborhood to the north of the city. This would mean that the new residents won't need to commute as much as normal, which would decrease the need to increase freeway capacity. So, this statement supports the officials' prediction.
4. Since Buryville has limited public transportation outside of the city center, workers who drive from outlying neighborhoods to the city center have no practical alternative to driving available. This would mean that the need for driving to and back from the city center increases, which means the need for a higher-capacity freeway increases.
