Your verbal section score is based on not only the number of questions you get correct but also the levels of difficulty of the questions you get incorrect or correct.
So, it's likely that you scored 27 on the verbal section with 23/36 questions correct because you missed some easy or medium questions. In particular, missing easy questions drives your score down.

It may depend on the difficulty level of the questions. Consider isolating your weak areas (i.e. sub/verb on SC)
