Schools don't like to admit internationals in R3, cause they often fail to get visa in time.

Delay the test. Why take it and pay the 250$ again because you didn't score high enough.

If you're applying for R3, you must state that if you have been in USA before. Schools don't want their prospective student to be rejected at the visa application.
