Soaring television costs accounted for more than half the spending in the presidential campaign of 1992, a greater proportion than it was in any previous election.

Meaning analysis:
Soaring television costs accounted for more than half of the spending of the budget in the presidential campaign of 1992, in comparison to the proportion of television costs that accounted for spending in any previous election presidential campaign.{Here proportion of costs are compared.}
Error analysis:

Television costs accounted for more than half the spending in the presedential campaign of 1992
a greater proportion than (comparison marker)
it was in any previous election.
Both the subject are compared
