The stem tells you that there are 2/3 of 60 total animals that are either pigs or cows = 40 pigs or cows.
1) 2*C (> than) + P = 40 This by itself isn't enough.
2) P > 12, when combined with the first statement, p must be at least 13 which means C must be at least 27.
So 27+13 = 40, there are no other possibilities. So C is correct.
